Bill C-400 is scheduled for second reading in the House of Commons on Monday 18 November 2024.
C-400 provides for the development and implementation of a framework to ensure that cash continues to be available throughout Canada.
It also amends the Currency Act and the Bank of Canada Act to remove the Governor in Council’s power to call in coins and notes and amends the Bank of Canada Act to prohibit the Bank of Canada from issuing a digital form of the dollar.

I urge you to support Bill C-400 and to advocate strongly for its passage.
Implementing Central Bank Digital Currency (CBDC) in Canada would facilitate government control of How much Canadians can spend, Where we can spend, When we can spend, Whether we can spend, and What we can buy.
Adopting digital currency will end financial freedoms and privacy. Compliance with the sustainable Development Goals of Agenda 2030, will be enforced through a digital currency, eliminating our ability to manage and access our finances independently. In addition, massive technical vulnerabilities such as power outages and cyber security risks make digital currency an inevitable disaster waiting to happen.
Cash transactions are anonymous and cannot be traced back to the purchaser or shared with 3rd parties. If Canada mandates a digital currency or eliminates access to cash, protected rights will be violated: Canadian Charter Rights and Freedoms sec 8 (search and seizure), sec 15 (equality) – discriminating against vulnerable populations such as low income, seniors, and those with no access to digital equipment (smart phones), sec 1(a) of the Canadian Bill of Rights (security of the person), and federal and provincial Privacy Acts.
Digital currency destroys privacy and financial autonomy. Cash preserves Canadians’ financial freedom. Bill C-400, the Framework on the Access to and Use of Cash Act, serves as a bulwark by protecting this freedom and is essential to the well being of all Canadians.
We, the People, have entrusted you with the protection of our freedoms. I urge you use every means possible to do so by assuring the passage and implementation of Bill C-400 enshrining the use of cash and prohibiting digital currency.
